CLASS DIRECTIVE - Mutual Recognition

The European Commission is proposing a revision of Class Directive 94/57/EC under COMM (2005) 587 final which will be paving the way for harmonization of the rules and regulations as well as the certification of products.
EMEC welcomes the Commission’s Proposal for a European directive establishing “common rules and standards for ship inspections and survey organisations and for the relevant activities of maritime administrations”. EMEC’s working group on Efficient Classification elaborated for the first time a position paper and amendments stressing the timely achievement of the objectives pursued by the Proposal under the skilful guidance of General Secretary Paola Lancelotti.
Position papers in three languages were submitted to the Commission and the Rapporteur of the EU Parliament, the Spanish MEP Luis de Grandes Pascal.
The Proposal will guarantee the application of the fundamental principles of the internal market which represent the core of the EC Treaty, to the marine systems and equipment sector. At the same time, it will promote the setting of common standards to guarantee that marine equipment produced in Europe complies with the highest safety and environmental standards in the world.
The present system of multiple certification - sometimes up to ten for the same piece of equipment - is inefficient, costly and time consuming. It does not generate any value for safety and environment. To the contrary - it subtracts valuable resources from investments in research and development, which would greatly help to preserve or even increase the competitiveness of the mature European equipment manufacturing industry.
EMEC has established a Technical Working Group which is ready to start talks with IACS on expert level to achieve the goal of mutual recognition within a given timeframe.
